Dear Sira,

and

OPTUM SMUGGLING. Captain Polfa'a tolagrv: to us in connection with

arching the "Yuonsangle" bunkors on arrival here last trip duly ren chad us,

your writton advices on the matter have our attention. Armango ents were duly

made with the logai Police Authorities to place an Europe: n Guard on board ime-

¡iately on arrival, and in this connection we onalone for your information copy

of a lettor addressed to us by Captain Rolfe reporting at some length exactly what

took place from the time the vonsol was eighto| until her entire cargo and buikors

had boon discharged. You will note from samo that no discovery of opium wis mide,

and in passing on particulars to the Collector of Customs at yours, as you will no

doubt do on receipt of this letter, wo trust you will emphasizo the fact that

overything possible has been done on this sido to make the soarch as thorough as

possible.

To much regret to note the Collector of Customs is not at all satisfied

with the care taken by the Authorities hore to prevent the muggling of opiwn and

that he intonda t fine ovory steamer on which opium is found until the question

is taken up moro seriously. Thin comes as a surprise to us and noos to indicato

a cortain amount of inconsistency in the lows of the Custous Authoritios on your

side, inasmuch as some thron years ago Mr. Milliron of the Philippine Government

Service visited llongkong in connection with the opium muggling question and in

the course of several discussions which ho had with the represent :tives of the

throo Companies (when the mothole in forco to provont the triffle were fully

explained to him, and which mathods are still in foron at the present tima), Mr.

India
